天通水處理設(shè)備國家加大污水處理措施

紅網(wǎng)時刻12月13日訊（通訊員 曾靜）12月11日，新化縣副縣長周晉在環(huán)保局黨組書記謝自明的陪同下，來到新化縣瑯瑭污水處理廠建設(shè)項目施工現(xiàn)場，詳細(xì)了解污水處理廠工程建設(shè)推進(jìn)情況，就工程建設(shè)存在的問題進(jìn)行了現(xiàn)場調(diào)度。

從廢水來源來看，我國廢水排放總量的增長主要是城鎮(zhèn)污水排放量的增長。我國城鎮(zhèn)污水排放量占廢水排放總量比例從2001年的53.2%上升到2012年的67.6%。此外，2001-2012年我國城鎮(zhèn)生活污水排放量年均增量19.4億噸，占廢水排放總量年均增量的92.2%。而從我國不斷發(fā)展發(fā)生的水污染突發(fā)事件來看，也主要是我國水污染的監(jiān)管制度和處罰力度有待提高。

通過研究美國及其他發(fā)達(dá)國家城鎮(zhèn)水務(wù)的發(fā)展進(jìn)程、技術(shù)標(biāo)準(zhǔn)、治理水平、監(jiān)管制度等可以發(fā)現(xiàn)我國雖然具備了大規(guī)模污水處理能力，但是僅僅體現(xiàn)在量上，在治理的水平等質(zhì)量方面依然存在較大的提升空間。例如污水處理中的膜處理技術(shù)、污泥處理、再生水利用等。我國若要在質(zhì)量上追上與其他發(fā)達(dá)國家的差距，需要在污水處理的監(jiān)管機制、投融資機制以及處理各環(huán)節(jié)產(chǎn)業(yè)鏈上加大投入力度，從而提高城鎮(zhèn)污水處理的總體水平，有效控制水污染。
