天通水處理設備國家加大污水處理措施

紅網時刻12月13日訊（通訊員 曾靜）12月11日，新化縣副縣長周晉在環保局黨組書記謝自明的陪同下，來到新化縣瑯瑭污水處理廠建設項目施工現場，詳細了解污水處理廠工程建設推進情況，就工程建設存在的問題進行了現場調度。

從廢水來源來看，我國廢水排放總量的增長主要是城鎮污水排放量的增長。我國城鎮污水排放量占廢水排放總量比例從2001年的53.2%上升到2012年的67.6%。此外，2001-2012年我國城鎮生活污水排放量年均增量19.4億噸，占廢水排放總量年均增量的92.2%。而從我國不斷發展發生的水污染突發事件來看，也主要是我國水污染的監管制度和處罰力度有待提高。

從空間分布上看，過去是點狀分布，向空間網絡這樣的布局轉變。這樣的轉變帶來什么樣的好處呢?在區域層面上，產業具體的能力在增強，污水廠是一個非常明顯的，稱之為規模效益的產業，規模越大，效益越好。過去是由單個廠形成的，如果在區域上能做整合的話，就由單廠的規模優勢轉變成多廠的集合優勢，所以這是非常大的一個變化。

過去幾年，污水處理行業的產業能力發生了質的變化，這個質的變化主要由兩個方面，一是污水處理廠的數目在快速增加，二是整體的處理能力在快速地增加。約有3000 多座污水處理廠，工業廢水排放達標量2011 年是540億噸，2012 年會突破760億噸。量的變化在一定程度上也引起了質的變化。

通過研究美國及其他發達國家城鎮水務的發展進程、技術標準、治理水平、監管制度等可以發現我國雖然具備了大規模污水處理能力，但是僅僅體現在量上，在治理的水平等質量方面依然存在較大的提升空間。例如污水處理中的膜處理技術、污泥處理、再生水利用等。我國若要在質量上追上與其他發達國家的差距，需要在污水處理的監管機制、投融資機制以及處理各環節產業鏈上加大投入力度，從而提高城鎮污水處理的總體水平，有效控制水污染。
