江蘇：年底前沿江地區和環太湖地區獨立焦化企業全停
沿長江干流及主要支流地區嚴格限制并壓減化工鋼鐵產能，沿江1公里內嚴禁新建布局化工園區和化工企業;叫停產業“梯度轉移”和簡單的“企業搬家”。4日，江蘇省政府召開新聞發布會，相關部門負責人就該省剛剛發布的《關于加快全省化工鋼鐵煤電行業轉型升級高質量發展的實施意見》(下文簡稱《實施意見》)進行深度解讀。根據該《實施意見》，預計在短期內將會對江蘇工業經濟帶來波動影響，但長期來看將有利于該省經濟發展方式的轉變和降低對長江環境的污染風險。
在當天的新聞發布會上，江蘇省政府副秘書長王志忠介紹，工業經濟歷來是江蘇省經濟發展的“立身之本”，此次江蘇出臺的《實施意見》，旨在推動化工鋼鐵煤電等重工業行業轉型升級，重點是以“產業鏈條”調整布局，優化產業區域空間組織和地理布局，推動全產業鏈條深度協作，培育先進綠色安全環保的產業集群。
據其介紹，此次產業布局調整主要包括，在沿江嚴格限制并壓減化工鋼鐵產能，鼓勵在沿海具有環境容量、發展條件的地區建立高水平的化工鋼鐵基地;不搞“梯度轉移”，圍繞產業鏈、創新鏈和區域發展實際的戰略統籌調整，沿江地區重點調綠調新調高，沿海產業重點是高起點、高標準規劃和布局，不再是簡單的“企業搬家”;堅持全省“一盤棋”，明確提出全省安全環保“一個標準、一把尺子”，不會出現沿江和沿海“雙軌制”。
