美國是一個對安全要求非常嚴格的國家，美國本土的所有電子產品生產企業早在很多年前就要求有相關安規檢測。而隨著亞馬遜在全球商業的戰略地位不斷提高，境外的電子設備通過亞馬遜不斷涌入美國市場，美國對境外的電子產品生產企業并沒有強制性的安規檢測。之前發生了一系列的電子產品起火事件，針對這個情況，2017年9月24號美國相關部門發布了專門針對電商的法律，要求亞馬遜有義務通知在亞馬遜平臺上銷售的境外電商提供相關安規報告，在未提交UL標準的檢測報告之前，亞馬遜必須責令商家停止銷售。并且要求檢測報告必須是ISO17025/ILAC ISO 17025標準認可的實驗室出具的合格報告。
